NRI PAN Card Guide 2025: Apply, Update & Link Aadhaar from Abroad

Why NRIs Must Have a PAN Card

The Permanent Account Number (PAN) is mandatory for virtually every significant financial transaction in India. As an NRI, you need a PAN card to:

Penalty: Transactions requiring PAN without it can trigger a penalty under Section 272B of the Income Tax Act — up to ₹10,000 per instance. Banks and brokers will reject your application without PAN.

Applying for PAN as an NRI: Step by Step

NRIs apply for PAN using Form 49A (for Indian citizens abroad) or Form 49AA (for foreign citizens of Indian origin — OCI/PIO). The process can be done entirely online from abroad.

Go to NSDL or UTIITSL PAN portal

Visit onlineservices.nsdl.com or pan.utiitsl.com — both are government-authorised. Select "New PAN — Indian Citizen (Form 49A)" for Indian passport holders or "New PAN — Foreign Citizen (Form 49AA)" for OCI/PIO holders.

Fill the online form

Enter your name exactly as on your Indian passport, date of birth, and father's name. Choose "NRI" as your residential status. Provide your foreign address as the mailing address. Use your Indian address as your permanent address only if it is where you want the physical PAN card delivered.

Upload documents

Proof of Identity: Indian passport (or OCI/PIO card for foreign nationals). Proof of Address: foreign utility bill, bank statement, or residence permit showing your current overseas address. Proof of Date of Birth: passport suffices. Upload scanned copies in JPG/PDF format.

Pay the fee

Fee for PAN with dispatch to Indian address: approximately ₹107 (including GST). For dispatch to a foreign address: approximately ₹1,017 (includes international courier). Pay by debit/credit card or net banking.

Submit the physical form (if required)

For online applications, you must print, sign, and mail the acknowledgement form along with original or attested document copies to NSDL's PAN service centre in Pune or UTIITSL's processing centre. Alternatively, e-Sign the application digitally using Aadhaar OTP (if you have Aadhaar).

Track and receive your PAN

PAN is typically processed in 15–20 business days for domestic delivery, 4–6 weeks for international courier. Track status at the NSDL or UTIITSL portal using your acknowledgement number. The PAN number is also emailed to you — you can use the number immediately, even before the physical card arrives.

PAN for Foreign Citizens (OCI / PIO Holders)

If you hold an OCI (Overseas Citizen of India) card or PIO (Person of Indian Origin) card and are not an Indian citizen, you apply using Form 49AA. Documents required:

Aadhaar Linking for NRIs: What You Need to Know

The government has linked PAN and Aadhaar, with deadlines for residents to link or face PAN becoming inoperative. For NRIs, the rules are different and have evolved:

Current NRI Exemption Status (2025)

As per the latest Income Tax rules, NRIs are exempted from mandatory PAN-Aadhaar linking — because Aadhaar is only issued to Indian residents, not NRIs. If your PAN shows an NRI residential status, your PAN remains operative even without Aadhaar linking.

Critical action: If your PAN was issued when you were a resident Indian and shows "resident" status, and you subsequently became an NRI, you must update your residential status to NRI on your PAN. Otherwise, you may face PAN inoperability notices for not linking Aadhaar. Use Form CSF (Change/Correction Form) to update residential status.

If You Have Aadhaar and Want to Link

If you have an Aadhaar card (issued when you were a resident) and wish to link it to your PAN, you can do so online via the Income Tax e-filing portal (incometax.gov.in). Pay the required linking fee (currently ₹1,000) and link using your Aadhaar OTP. This is optional for NRIs but may simplify some e-filing processes.

Updating or Correcting Your Existing PAN

e-PAN: The Instant Alternative

If you have an Aadhaar number and a mobile number linked to Aadhaar, you can get an e-PAN instantly through the Income Tax portal (incometax.gov.in → e-PAN section). The e-PAN is a digitally signed PDF that is legally equivalent to the physical PAN card. It is accepted by all banks and financial institutions for KYC purposes.

For NRIs who already have Aadhaar from their resident days, the e-PAN is the fastest way to get a replacement PAN card if the physical one is lost or misplaced.

Using PAN for NRI Financial Transactions

NRE / NRO Bank Accounts

When opening an NRE or NRO account, provide your PAN, passport, overseas address proof, and Indian visa or OCI card. Most banks now allow KYC via video call from abroad (Video-KYC) without visiting a branch.

Mutual Fund Investments

PAN is mandatory for all mutual fund investments. Complete FATCA self-declaration (certifying your tax residency) with the AMC along with PAN-based KYC. Most AMCs accept online KYC via PAN verification on CAMS or KFintech platforms.

Property Transactions

PAN is mandatory for both buyer and seller in Indian property transactions. Quoting PAN on the sale deed and for TDS deduction (Form 26QB) is compulsory. As a seller (NRI), the buyer must deduct TDS and file Form 26QB quoting your PAN — this is how TDS credit appears in your Form 26AS.

Income Tax Return Filing

PAN is your login ID for the Income Tax e-filing portal. All ITR forms, TDS credit statements, and tax payment challans are linked to your PAN.

Surrender / Cancellation of Duplicate PAN

Holding two PAN cards is illegal in India and attracts a penalty of ₹10,000. If you were accidentally issued a second PAN (e.g., applied twice), surrender the duplicate by applying online through NSDL and providing both PAN numbers — one to keep, one to surrender.
